Ensuring Data Science and Its Applications Benefit Humanity: Data Monetization and the Right to Science

Abstract This paper analyses the human right to science (RtS) in relation data (DS) and its applications, particularly, monetization. It advances an approach that balances three aspects of RtS, namely, protection from harmful science, benefit-sharing participation derives corresponding sets state duties. First, RtS implies duty end monetization so far as it entails practices rights, including unlawful interference with privacy. Second, while exists, distribute monetary benefits through RtS-based universal basic income (UBI). Third, facilitate ordinary people’s DS prioritize non-profit pro-social uses citizen or community DS. The proposed analysis engages policy responses artificial intelligence (AI) material inequality, AI regulation, data, UBI ‘data for good’ movement.
